I don't know if I missed it in the documentation but is there a way to make jiggle bones react accordingly to a declared wind force parameter like the Physics modifier? I think its more natural looking if I rig a skirt piece to multiple jiggle bones and have the wind force move them how I want.

Jiggle Bone does not have a physics parameter option.
Instead, you can create a wind-like effect by making the approximate movement of the bones according to the control parameters with the "Transform (Controller)" Modifier.
The Jiggle Bone will sway quite nicely even when you rotate some bones in the direction of the wind by a parameter.
Alternatively, from v1.3.0, script functions related to physics effects have been improved to apply to Jiggle Bone as well.
It is also a good idea to use the script function described in the link below.
